BY THE PRESIDENT OF THE PHILIPPINES

“PROCLAMATION NO. 916

DECLARING A STATE OF PUBLIC CALAMITY IN THE PROVINCES OF ZAMBALES, “TARLAC, -AND PAMPANGA, INCLUDING ANGELES CITY, WHICH ARE AFFECTED BY LAHAR FLOWS FROM MI. PINATUBO .

WHEREAS, the aforesaid provinces, including Angeles City, are affected by lahar flows fran Mt. Pinatubo;

WHEREAS, there is urgent need to declare the existence of a state of calamity in said areas to ensure the implementation of emer- gency measures for the welfare and safety of the people therein.

ae NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in the Provinces of Zambales, Tarlac and Pampanga, ~ _ including Angeles City, which are affected by lahar flows from Mt. Pinatubo.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation * work in accordance with existing operational plans and directives and orders issued in connection with calamities. eo:
