NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Friday, September 23, 2005, as special (non-working) day in the Municipality of Naval,.
