NOW, THEREFORE, I, EDUAR.DO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Friday, October 21, 2005, as a special (non-working) day in the Province of Negros Oriental.
