JfJ( a [, a t a'it a rt g antla BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.950 DECLARING DECEMBER 3, 2005 AS THE "ALALAY TULAK-LAKAD PARA SA MA Y KAPANSANAN DA V" WHEREAS, December 3, has been declared by the United Nations as the "International Day of Disabled Persons"; WHEREAS, the Advocacy of the Rights and Privileges of Persons with Disabilities needs priority attention and action, particularly in developing countries like the Philippines; WHEREAS, the children, youth, adults, and women with disabilities comprise ten (1'0%) percent of the country's population; " -, c'! -. WHEREAS, the integration into the mainstream persons with disabilities as regards education, health, sports, entertainment, employment, and other aspects of human development needs to be fully implemented; WHEREAS, there is a need to synergize efforts and resources by both public and private sectors for the promotion and improvement of well-being of persons with disabilities to enable them to be part of our nation's development and progress. NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the power vested in me by law, do hereby declare the following: ..r Section 1. December 3, 2005 is hereby declared as the" A/aJay Tu/ak-Lakad Para sa May Kapansanan Day". Section 2. The National Council for the Welfare of Disabled Persons (NCWDP) shall be the lead agency for all the activities relative to the observance of "A/alay Tulak-Lakad Para sa May Kapansanan Day" with the Department of Health (DOH), Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), and National Anti- Poverty Commission (NAPC) as partner agencies.
