NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Monday, December 19, 2005 as special (non-working) day in the City of Cotabato.
