MALACANANG Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 96 DECLARTNG THURSDAY, JANUARY 20, 201'1, AS SPEC|AL (NON- woRKrNG) DAY tN THE C|TY OF L|PA WHEREAS, Thursday, January 20, 2011, marks the celebration of the feast day of St. Sebastian, the patron saint of the City of Lipa; WHEREAS, it is but fitting and proper that the people of the City of Lipa, be given full oppotlunity to celebrate the occasion with appropriate ceremonies. NOW, THEREFORE, l, PAQUITO N. OCHOA JR., Executive Secretary, by authority of His Excellency, BENIGNO S.
