MALACANAN0 Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMTION NO. 97 DECLARING THE PERIOD FROM DECEMBER 6 TO 12, 1992, AS GOVERN- MENT EMPLOYEES WEEK WHEREAS, efficient government administration depends greatly on the performance and dedication of government officials and employees; WHEREAS, it is but fitting and proper to focus public attention on the role played by state workers in the social,economic, an~ political development of the country; NOW, THEREFORE, I, FIDEL V.
