'" BY THE PRESIDENT OF THE PHILIPPINES .- PROCLAMATION NO. 973 DECLARING WEDNESDAY, SEPTEMBER 20, 2006, AS SPECIAL (NON- WORKING) DAY .IN THE MUNICIPALITY OF DINGRAS, PROVINCE OF ILOCOS NORTE WHEREAS, Wednesday, September 20, 2006, marks the Josefa Llanes Escoda Day in the Municipality of Dingras, 1locos Norte; WHEREAS, Josefa Llanes Escoda is regarded and recognized as a natiohal heroine due to her heroic deeds during World War II; WHEREAS, it is but fitting and proper that the people6f the Municipality of Dingras, 1locos Norte be given full opportunity to celebrate the occasion with appropriate ceremonies. NOW, THEREFORE, I, EDUARDO R.
