PROCLAMATION NO. 996 DECLARING SATURDAY, FEBRUARY 18, 2006, AS SPECIAL (NON- WORKING) DAY IN THE CITY OF TARLAC e. WHEREAS, Proclamation No. 940 dated October 27, 2005 converted the City of Tarlac from a component city into a highly urbanized city; WHEREAS, said proclamation shall take effect upon ratification in a plebiscite by the qualified voters therein; and . WHERE:AS, "it is but fitting and proper that qualified voters of the City of Tarlac be given full opportunity to participate in the said plebiscite. NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Saturday, February 18, 2006, qS special (non-working) day in the City ofTarlac.
