Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1

The sum of two hundred and fifty thousand pesos is hereby appropriated out of any funds in the National Treasury not otherwise appropriated for the establishment and maintenance of regional soil laboratories and provincial soil offices under the Bureau of Soil Conservation: Provided, That one hundred and thirty thousand pesos shall be used for the construction of buildings and purchase of equipment and chemicals, and the remaining one hundred and twenty thousand pesos for salaries and traveling expenses of personnel.

Section 2

The regional soil laboratories will undertake all soil analysis and research work in the region, while the provincial soil offices will extend cooperative work to the farmers with a view to solving their soil problems.

Section 3

This Act shall take effect upon its approval.
