Republic Act No. 3017

Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1

Section twelve of Act Numbered Forty-one hundred and sixty-six, as amended, is further amended to read as follows:

"Sec. 12. The Sugar Quota Administration, jointly with the representative of the National Federation of Sugarcane Planters and the representative of the Philippines Sugar Association for a term of three years to be appointed by the President of the Philippines with the consent of the Commission on Appointments, is hereby authorized to issue rules and regulations governing the issuance of allotments and licenses and such other rules and regulations as he may consider necessary for the carrying out of the purpose of this Act. Such rules and regulations and any modifications thereof or amendments thereto shall have the same force and effect as if originally forming a part of this Act; Provided, However, That the term of office of the representatives of the sugar planters and/or sugar millers shall be terminated by the President of the Philippines upon recommendation of their respective associations on the ground that they have lost confidence in their representatives. In case of any disagreement among the Sugar Quota Administrator, the representative of the National Federation of Sugarcane Planters, and the representative of the Philippine Sugar Association, then such case shall be immediately forwarded to the Secretary of Commerce and Industry for decision, without prejudice to an appeal to the Office of the President of the Philippines whose decision shall be final."

Section 2

All Acts, executive orders and rules or regulations inconsistent with the provisions of this Act, are hereby repealed or modified accordingly.

Section 3

This Act shall take effect upon its approval.
