Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 2

The itemization of appropriation herein mentioned may be transferred by the Administrator of the Civil Aeronautics Administration upon approval of the Secretary of Public Works and Communications from one airport to another in an amount not exceeding twenty per cent thereof.

Section 3

This Act shall take effect upon its approval.
