Republic Act No. 5187

Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1. Capital Improvements from General Funds

For the purpose of implementing the Long Range Program of Capital Improvements of the Administration, the following sums, or so much thereof as may be necessary, are hereby appropriated out of the general funds in the National Treasury not otherwise appropriated, subject to the provisions hereinafter set forth, for the purposes mentioned hereunder:

"Sec. 24. This Act shall take effect upon its approval, except Section 2 hereof which shall take effect only upon certification of the Commissioner of the Budget and Auditor General of the availability of sufficient funds for the release and expenditure of the whole or part of all various sums appropriated."
