Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1
Section one of Republic Act Numbered Forty-three hundred and ninety-one is hereby amended to read as follows:
"Section 1. The Dipolog Communal Irrigation System in the Municipality of Dipolog, Province of Zamboanga del Norte, is hereby converted into a national irrigation system, subject to the supervision of the Director of Public Works: Provided, however, That the administration of the system may be delegated to the municipal government of Dipolog, Province of Zamboanga del Norte, by the Secretary of Public Works and Communications, upon the recommendation of the Director of Public Works."
Section 2
This Act shall take effect upon its approval.
