Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 2

The Secretary of Agriculture and Natural Resources, with the approval of the President of the Philippines, shall issue such rules and regulations as may be necessary to carry out the provisions of this Act.

Section 3

This Act shall take effect upon its approval.
