Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1
It is hereby declared that February One of every year is a special working holiday in the Province of Camarines Norte to commemorate the birth anniversary of its hero, Dr. Jose Maria Panganiban.
Section 2
This Act shall take effect upon its approval.
Approved: March 20, 1989.
