Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1
Governor Felicisimo T. San Luis was regarded as the father of the agro-industrial development of Laguna. He pioneered the promotion of family planning; increased rice production variety in cooperation with the International Rice Research Institute (IRRI); worked for the establishment of hundreds of industries in the first and second districts of the province; and sustained economic and improved infrastructures in Laguna.
Section 2
December eighteen of every year is hereby declared as "Araw ng Laguna" and a special working day in the Province of Laguna and the City of San Pablo to commemorate the memory and death of the late Governor Felicisimo T. San Luis.
Section 3
This Act shall take effect upon its approval.
Lapsed into law on March 25, 1995 without the President's signature, pursuant to Sec. 27(1), Article VI of the Constitution.
